Drug Arrests
Billerica – On Tuesday, August 27, 2013, Billerica Police arrested two men following the execution of a search warrant at #594B Middlesex Turnpike, Billerica. The arrests culminated following a two month investigation into alleged drug activity at the Middlesex Turnpike address. Arrested were Mark Ruggles, 47, of Billerica and Wilkins Robles-Tejeda, 25, of Lawrence. Both were charged with Distribution of a Class A Substance (Heroin) and Conspiracy to Violate the Controlled Substances Act. Robles-Tejeda was additionally charged with providing a false name after arrest. It was later determined that Robles-Tejeda was wanted by officials from the Department of Homeland Security (DHS) for immigration violations. A subsequent federal immigration detainer was issued on Robles-Tejeda following his arrest. Both Mark Ruggles and Wilkins Robles-Tejeda will be arraigned on August 28, 2013 in Lowell District Court.
