Two Local Package Stores Robbed

BPD PatchBillerica – On Tuesday, August 2, 2016 at approximately 8:48 PM the Billerica Police received a report of an attempted armed robbery at 129 Liquors, located at #252 Salem Road, Billerica. The clerk reported that a white male, between approximately 5’4” to 5’7” inches, medium build, wearing a grey sweatshirt, jeans, sunglasses, and a camouflage hat entered the store with a knife demanding money from the cash register. The suspect jumped the counter and spent about 90 seconds in the store before fleeing in an unknown direction. Shortly thereafter, at approximately 9:09 PM, Billerica Police received a 911 call from Jim’s Quick Stop located at #502 Boston Road reporting an armed robbery that just occurred. Police responded and the clerk reported having just been robbed at knife point by a white man matching the same description as the previous armed robbery at 129 Liquors. The suspect also spent a short period of time in the store before fleeing in an unknown direction. No one in either robbery was physically injured during these incidents. Police are actively working on this matter and no additional information is currently available.

The Billerica Police Department Celebrating National Night Out August 2, 2016

National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, better places to live. It provides an opportunity for our Men and Women in Blue to build relationships with our citizens. We will be partnering with the Billerica Recreation department who will be sponsoring Concerts on the Common with 4Ever Fab- Beatles tribute band. Lynnway Auto Auction has once again sponsored this year’s entertainer, Mr. Matt Roberts. He has appeared nationally on NBC’s Today show and starred in over 30 comedic television commercials. He will be featuring incredible magic and illusion, baffling mind reading, tons of fun audience interaction, and hysterical comedy.

We are proud to announce the following agencies that will be participating:

Billerica Police Department will have numerous police vehicles on display
NEMLEC officers will be displaying SWAT armored vehicle
Middlesex County House of Correction will be displaying their armored vehicle
Billerica Fire department will have several fire engines on display
Billerica Paramedics will have an ambulance on display
Billerica K-9 team will be conducting demonstrations in conjunction with K-9 units from Boston, Chelmsford, and Westford Police departments
Billerica Department of Public Works will have several vehicles on display
Ma. State Police Air wing unit will be conducting a flyover (weather permitting)
Billerica Council on aging will be providing FREE snacks
Massachusetts National Guard will be displaying Military vehicles

Serious Motor Vehicle Crash Involving Pedestrian

BPD PatchAt approximately 3:50 p.m. on July 21, 2016, the Billerica Police Communications Center received numerous 911 calls regarding a pedestrian who was struck by a motor vehicle at 800 Boston Road/Route 3A.

Upon arrival to the scene, Officers learned that a 35-year-old woman from Chelmsford was traveling northbound on Route 3A in a 2013 GMC Acadia when she struck a 14-year-old juvenile from Billerica who was on a bicycle crossing the street.

The juvenile sustained serious injuries and was taken by ambulance to an area hospital.

The woman was not injured and remained at the scene. She was the sole occupant of the vehicle.

Boston Road is closed in both directions from Cardington Avenue to Cook Street. Drivers are asked to seek alternatives routes. The Massachusetts State Police Collision Analysis and Reconstruction Section is responding to the scene.

Fireworks are Illegal in Massachusetts

BPD PatchBILLERICA — As the Fourth of July is approaching, the Billerica Police Department would like to remind residents that the use of fireworks is illegal in the state of Massachusetts.

It is illegal to use, possess, or sell fireworks of any kind in Massachusetts, including Class C fireworks, which are sometimes falsely called “safe and sane fireworks.” Class C fireworks include sparklers, party poppers, snappers, firecrackers, spinners, cherry bombs and more. Citizens are also prohibited from purchasing fireworks elsewhere and then transporting them into the state.

Additionally, while the government cannot prohibit the advertising and sale of fireworks by mail, police can and will confiscate illegal shipments. Many consumers attempting to circumvent the law have lost both their money and their fireworks.

Officers are prepared to confiscate any illegal fireworks found this summer, as well as issue fines of up to $100. Please be aware of the law and keep safety measures in mind as you host summer gatherings.

The Office of the State Fire Marshal reports that from 2006-2015, there were 775 major fire and explosion incidents involving illegal fireworks reported to the Massachusetts Fire Incident Reporting System. These incidents caused 11 civilian injuries, four fire service injuries and an estimated dollar loss of $1.8 million.

This doesn’t mean citizens cannot enjoy fireworks displays this holiday weekend and in the future. It is recommended that residents only attend celebrations put on by a licensed professional to ensure safety for all.

Residents should also remember to:
•Watch fireworks displays from a safe distance.
•Call 911 if anyone gets injured by fireworks.
•Set a positive example for children by not using illegal fireworks. If kids see adults using them, they may not realize the dangers and could be encouraged to pick up matches or lighters.
•Be careful around even the smallest fireworks. Sparklers burn at 1,800 degrees Fahrenheit and could easily cause severe burns and injuries.

The Centers for Disease Control and Prevention states that fireworks can cause death and injury, including burns, loss of limbs or extremities, contusions, lacerations and eye injuries.

Fifty-one percent of fireworks-related burn injuries reported by hospitals to the Office of the State Fire Marshal from 2006-2015 were to children under age 18. More than a quarter of the victims were children under age 10.

“Fire officials across the state urge everyone to leave the fireworks to the professionals and enjoy the many public displays supervised by local fire departments,” State Fire Marshal Peter J. Ostroskey said. “Be sure to set a good example for your children. They will imitate what you do and there are better places to the spend the holiday than the emergency room.”

Sharing the Road With Motorcycles

BPD PatchThe Billerica Police Department would like to remind both drivers and motorcyclists to share the road safely.

The National Highway Traffic Safety Administration reports that, in 2013, there were 4,668 motorcyclists killed in motor vehicle traffic crashes, and an estimated 88,000 who were injured.

Summer travel will inevitably increase the number of vehicles on the road. Drivers should take extra caution to be aware of motorcyclists on road, and motorcyclists should obey all traffic laws.

To prevent crashes and fatalities, it is recommended that drivers and motorcyclists follow several safety tips outlined by the Massachusetts Registry of Motor Vehicles.

Advice to Drivers

• Motorcycles are more difficult to spot than cars because of their smaller profiles and drivers are conditioned to look for other cars, not motorcyclists.
• Traffic, weather, and road conditions require motorcyclists to react differently than drivers, so it is often difficult to judge and predict when riders may take evasive action.
• Drivers must always be aware of their surroundings. Remember: Check twice, save a life.
• Remember that motorcyclists have the same privileges as other drivers. Be sure to give riders a full lane of travel, and always keep a close watch for motorcyclists — especially at intersections and on highways.
• Anticipate a motorcyclist’s maneuvers. A piece of road debris that poses no threat to a car may be deadly for a motorcyclist. Predict evasive moves a motorcyclist might take by always being aware of your surroundings. Also, don’t follow motorcycles too closely. Allow enough room for the motorcyclist to take evasive actions.

You are more likely to be involved in a crash with a motorcycle when:

• You are making a left turn in front of a rider.
• A motorcyclist is riding in your blind spot.
• There are hazardous road conditions. Potholes, wet leaves, railroad tracks, and other obstructions   may force a motorcyclist to take an action you don’t expect.
• You have an obstructed line of sight. Sport utility vehicles, delivery vans, and large trucks may block motorcyclists from your view.
Advice to Riders
• Don’t assume you are visible to a driver. As a motorcyclist, it is your responsibility to make your presence known to drivers. Select and wear an appropriate helmet with reflective materials. A motorcycle helmet is your most valuable piece of protective gear and should be visible to drivers. Wear bright, contrasting protective clothing. If you wear dark clothing, wear a fluorescent vest.
• Use headlights while riding on the highway. Also consider a modulating headlight.
• Proper lane position is important. It helps drivers see you and protects your riding space. Remember, if you can see a driver in the side-view mirror, the driver can see you. Avoid riding in a driver’s blind spot, and always signal before making a move. Never weave between lanes.
• Remember, there is no one safe place to ride. Use lane positioning to be seen and to provide extra space for emergency braking situations or avoidance maneuvers. Never share a lane with a car. Drivers may not expect you alongside their cars and may not be aware of your presence.

Billerica Police Department Awarded Pedestrian Safety Grant

BPD PatchOnce again this year the Billerica Police Department has been awarded a grant to enhance pedestrian safety, in order to help make sharing the road in Billerica a safer place for pedestrians and bicyclists, the Billerica Police Department was recently awarded a $ 5000. grant by the Executive Office of Public Safety and Security (EOPSS) Highway Safety Division from the National Highway Traffic Safety Administration (NHTSA). The funding comes from approximately $280,000 specifically provided to improve pedestrian and bicyclist safety in the Commonwealth.

According to the Massachusetts Traffic Records Analysis Center (MassTRAC), there have been 320 fatal injuries and 3,456 serious or incapacitating injuries sustained by pedestrians in motor vehicle crashes from 2008 to 2012. During the same time frame, bicyclists sustained 1,106 serious or incapacitating injuries and 43 fatal injuries as a result of motor vehicle crashes.

Bicyclists and pedestrians are particularly vulnerable to the motoring public because they may not be immediately visible to drivers and unlike those in vehicles, nothing protects them from impact. All users need to learn to share the road safely and be mindful of one another and the law.

Residents can expect to see a combination of enforcement techniques including crosswalk stings using decoy pedestrians. The department is committed to improving pedestrian safety and cracking down on drivers, pedestrians, and cyclists who do not share the road appropriately, so no one puts themselves or others in harm’s way.

The Billerica Police Department, in partnership with EOPSS, recognizes that traffic crashes are preventable and is committed to using this grant to reduce the number of motor vehicle-related fatalities and injuries involving pedestrians and bicyclists in Billerica because any death or injury on our roadways is one too many.
