Two Minors Involved in Suicide Hotline Hoax
Billerica — On Saturday, April 04, 2015 at approximately 4:15 PM, Billerica Police received a report from a National Suicide Hotline representative that they just received a call from an individual claiming to be a distraught military veteran from Billerica, Massachusetts that was contemplating ending their life with a firearm. After attempting to get the individual to talk further, communication was lost and attempts to reestablish contact were unsuccessful. At that time Billerica Police were contacted by the hotline detailing the statements made by the caller. Using investigative tools, police were able to confirm the caller to be in the area of Old Rangeway Road in Billerica. As police responded to the scene, officers observed two individual in the area of a residence on Old Rangeway Road. Upon seeing a police response, the two individuals immediately fled into a wooded area towards Route 3. Due to the serious nature of the threats and the inability of police to establish phone contact with the individual that made the call to the suicide hotline, assistance was requested from the Northeast Municipal Law Enforcement Council (NEMLEC) special operations unit. In addition, a Massachusetts State Police helicopter was requested to the scene to assist with locating the individuals previously observed fleeing the scene into the heavily wooded terrain. Shortly after the arrival of special operations resources, the two individuals were located coming out of the woods on Chelmsford Road. A short investigation revealed that at least one of these individuals had called the National Suicide Hotline as a hoax and they were not in distress nor did they have access to firearms. The two individuals are not being named as they are both juveniles. At this time potential charges for making the hoax call are being discussed.

New Requirements For The Sale And Transfer Of Firearms
In August of 2014, Chapter 284 of the Acts of 2014 was signed into law. This action amended the Massachusetts gun law and made changes to many of the law’s provisions.
One of the changes made by the new gun legislation was the requirement that the Massachusetts Department of Criminal Justice Information Services (DCJIS) create a “Massachusetts Gun Portal.” The purpose of this Gun Portal is to allow individual firearms licensees and gun owners to report the personal sale, transfer, and surrender of firearms to the DCJIS via the internet. The goals of this provision were (1) to provide an easy, safe, electronic method for licensees to report firearms sales, transfers, and surrenders and, therefore, comply with the reporting requirements of the gun law, and (2) to speed the entry of gun sale, transfer, and surrender data into the Massachusetts Instant Record Check System (MIRCS) database. The new gun law requires the Gun Portal to be operational by March 15, 2015.
As a result of the above, the DCJIS will implement the Massachusetts Gun Transaction Portal on Sunday, March 15, 2015. The portal will be available at https://mircs.chs.state.ma.us/fa10. Once implemented, all Massachusetts firearms licensees and gun owners will be required to report all personal sales, transfers, and surrenders of firearms to the DCJIS via the new Portal. Paper FA-10 forms will no longer be accepted by the DCJIS for these transactions and will be returned to the submitting individual.

Motor Vehicle Collision Involving Pedestrians
Billerica – On Saturday, February 28, 2015, at approximately 7PM, Billerica PD responded to a reported motor vehicle collision involving two pedestrians. Officers arrived to learn that an elderly male had been attempting to push his disabled motor vehicle off the roadway in the area of #649 Boston Road, Billerica, across from Town Plaza, when he was assisted by a Good Samaritan. The Good Samaritan began to push the disabled motor vehicle from behind while the elderly male assisted by steering the disabled vehicle from outside the open driver’s side door. The preliminary investigation shows that due to an electrical problem, the disabled vehicle did not have any lights illuminated during the incident. A Chevy Trailblazer being operated southbound on Boston Road struck the left rear end of the disabled motor vehicle causing personal injury to both pedestrians. They were subsequently transported to Lahey Clinic Burlington with non-life threatening injuries. No drugs or alcohol are believed to have played a role in the accident. The accident is still under investigation by the Billerica Police.

Residential Roof Collapse
At approximately 6:43PM on February 16, 2015, the Billerica Police Department received a call from a man at 57 Lexington Road in Billerica reporting that his roof had collapsed and that he was trapped in the home. Minimal information was able to be obtained from the caller as to the nature of any injuries or number of occupants.
Police, Fire, and EMS personnel were immediately dispatched to the scene while the dispatcher remained on the phone line with the caller in attempt to keep him calm and obtain additional information. Within minutes police arrived to find the home had a partial roof collapse. The officers were able to make contact with the male occupant through a window and help him evacuate the home prior to additional public safety units arriving. The occupant did not sustain any injuries in the collapse and was home alone at the time of the incident.
The utility companies, Town of Billerica Building Inspector, and the Red Cross also responded to the scene. At this time the home is uninhabitable.
2015 Police Officer Exam Announced
Boston – The Human Resources Division (HRD) has announced the 2015 Police Officer (Municipal and MBTA Transit Police) examination.
This examination is scheduled for Saturday, April 25, 2015 with a last filing date of March 13, 2015. A late fee will be applied to applications filed after March 13, 2015, so we ask that candidates be encouraged to apply early. Applications will not be accepted after March 26, 2015.
