Motorcycles, Mopeds and Scooters

Motorcycle
• No more than three wheels touching the ground
• Must be registered, inspected and insured
• Must have valid learners permit or drivers license
• Must wear helmet and eye protection (unless MC has windscreen)
• Cannot carry passengers or operate between dusk and dawn while only having a permit

Moped
• Bicycle with or without pedals and a motor
• No more than 50cc
• Must have valid learners permit or drivers license
• Must wear a helmet
• Must be registered with decal on back of moped
• Cannot operate faster than 25mph
• Cannot carry passengers or operate between dusk and dawn while only having a permit

Motorized Scooter
• Two or three wheel vehicle that has handlebars and is designed to be stood or sat upon
• Not a motorcycle or moped
• Must have valid learners permit or drivers license
• Must wear a helmet
• Includes motorized skateboards, mini motorcycles and pocket bikes
• Subject to MA motor vehicle laws
• Cannot operate faster than 20mph
• No passengers
• Cannot operate between dusk and dawn (unless equipped with lights)
• Keep right at all times

Further restrictions may be applied by local bylaws

Billerica Parade is “Boston Strong”

BPD PatchBillerica – Each September the Town of Billerica pays tribute to its patriotic heritage with a weekend of festivities known as Yankee Doodle Homecoming. The centerpiece of this event is the annual homecoming parade. Each year the Billerica Police Department has invited law enforcement Honor Guards to participate in an Honor Guard competition. The event has drawn police departments from as far away as Washington D.C. and Virginia. This year the parade will feature many of the police agencies and special units that were the heroes of this April’s Boston Marathon bombings, including the MIT Police Department, Watertown Police Department, Massachusetts State Police STOP Team, the MBTA Transit Police, and over 25 police Honor Guards from around Greater Boston, New Hampshire, Maine, Rhode Island and New York.

Helping to lead this year’s parade will be the MIT Police Honor Guard. As most people are aware, MIT Police Officer Sean Collier was tragically killed in the line of duty during the early morning hours of April 18, 2013 at the hands of the perpetrators of the Marathon Bombings. Officer Collier will be recognized in a special tribute by the Billerica Police Department and the many assembled police agencies in a private ceremony following the parade.

This year’s parade will be held Saturday Sep 14, 2013. The parade begins at 10am. The parade route begins at 480 Boston Rd, and finishes at 15 Floyd St, Billerica. For more information go to http://www.yankeedoodlehomecoming.org/

Code Red – Missing Person

BPD PatchBillerica – On Tuesday, September 3, 2013, just prior to midnight, the Billerica Police received a report of a missing elderly female that may be endangered. The report was made by a family member who lives with the missing woman. According to the information provided, the missing woman was not from the United States and does not speak English. She had reportedly left the home at around 4:00 pm to go for a walk and had not returned. Although the woman often takes afternoon walks, the reporting party emphasized that her walks have never exceeded two hours. In addition to the unexplained disappearance, it was confirmed that the missing woman had no means of communication, access to finances or any personal contacts in the area. After an approximate three hour search of the area using local public safety resources, including a canine, coupled with the fear that the missing woman could have suffered a medical episode of some unknown nature, a decision was made to issue a Code Red reverse call to Billerica residents. The purpose of the Code Red was to attempt to elicit information from the general public who may have seen the missing woman earlier in the night. In retrospect, based on the early hour of the Code Red notification, the Billerica Police feel the use of this highly effective public notification tool would have been better served at a more appropriate hour. We appreciate this notification may have cause some disruption and we are constantly reevaluating the methods and effectiveness of our various public safety response procedures. Drug Arrests

BPD PatchBillerica – On Tuesday, August 27, 2013, Billerica Police arrested two men following the execution of a search warrant at #594B Middlesex Turnpike, Billerica. The arrests culminated following a two month investigation into alleged drug activity at the Middlesex Turnpike address. Arrested were Mark Ruggles, 47, of Billerica and Wilkins Robles-Tejeda, 25, of Lawrence. Both were charged with Distribution of a Class A Substance (Heroin) and Conspiracy to Violate the Controlled Substances Act. Robles-Tejeda was additionally charged with providing a false name after arrest. It was later determined that Robles-Tejeda was wanted by officials from the Department of Homeland Security (DHS) for immigration violations. A subsequent federal immigration detainer was issued on Robles-Tejeda following his arrest. Both Mark Ruggles and Wilkins Robles-Tejeda will be arraigned on August 28, 2013 in Lowell District Court.

Billerica Police Department Launches Nextdoor, the Private Social Network for Neighborhoods

In an effort to help facilitate a virtual neighborhood watch program and help foster neighbor-to-neighbor communications, the Billerica Police Department has partnered with Nextdoor (www.nextdoor.com), the private social network for neighborhoods.

Nextdoor is free for the residents and the Town. Each Billerica neighborhood has its own private Nextdoor neighborhood website, accessible only to residents of that neighborhood. Residents can use their website to get to know their neighbors, ask questions, and exchange local advice and recommendations. For example, neighbors use Nextdoor to share information about neighborhood watch and safety issues, local events, school activities, upcoming garage sales, lost pets, and  more.

Neighborhoods establish and self-manage their own Nextdoor website. Information shared on Nextdoor is only visible to verified members. The Billerica Police Department will be able to post important information, such as crime updates to Nextdoor sites within the Town. The Police Department will not be able to access the residents websites, contact information, or content.

“In this day and age, it is vital for neighbors to come together and look out for one another. Nextdoor makes it easy for neighbors to establish a virtual neighborhood watch and help combat crime”, said Lieutenant Roy Frost.

Nextdoor was specifically designed to make neighbors feel comfortable sharing information with one another in order to build stronger communities. All members must verify that they live within the neighborhood. Information shared on Nextdoor is password protected and cannot be accessed by those outside the neighborhood or found on Google or other search engines. In addition, Nextdoor never shares personal information with any third parties. Unlike an email list serv or other online groups, neighbor posts are organized and archived for future reference.

Lieutenant Greg Katz, the Police Department’s technology manager, says that he was wary of a new social media initiative but Nextdoor is doing something unique that he could not ignore.  “Unlike many social media platforms, Nextdoor not only takes privacy seriously, they go a step further and make sure you live in the neighborhood that you’re registering for”, says Katz.  “Nextdoor makes information sharing among neighbors safer without the concern that conversations are subject to a worldwide audience and probing search engines. This is a more effective platform when considering neighborhood watch and other local communications.  On our end, Nextdoor makes it easy for us to administrate the site and allows employees to engage residents while respecting the privacy of individual neighborhoods”, according to Katz.

The Town of Billerica has been mapped into 37 different neighborhoods. Those interested in joining their neighborhood’s Nextdoor website can visit www.nextdoor.com and register.

Traffic Problems Due To Fire On Middlesex Tpk At Plank St

BPD Patch8/15/13 6 am – Plank St is now open to traffic.  Access from 3A is no longer available.

8/14/13 10:05 pm – This afternoon a natural gas main ruptured on Plank St. near the intersection of Middlesex Tpk in Bedford. The fire caused extensive damage to the area, including the power lines above the street.  Plank St. is closed at this time and is expected to be closed for the morning commute.

Because Plank St is the entrance and exit to the industrial park, the Town of Billerica has accommodated access to the park off of Route 3A (Boston Rd). A detour is marked on 3A at Riverbank Terrace and Whitefield Av where a fire gate has been opened to allow vehicles to pass through to the industrial park via Dunham Rd.  Since this is a residential neigborhood we have positioned Officers in that area to ensure the safety of residents and to direct traffic.

Utility crews are on site and will be working through the night. As there are changes to the situation we will post updates.
