Billerica On Track To Meet Emergency Medical Dispatch Mandate

The Billerica Police Department has been working hard to meet the state mandate governing Emergency Medical Dispatch (EMD) on July 1, 2012.

What is EMD? Emergency Medical Dispatch is a systematic program of handling medical calls for assistance. Trained telecommunicators, using locally-approved EMD Guidecards, can quickly and properly determine the nature and priority of the call, dispatch the appropriate response and then give the caller instructions to help treat the patient until the responding EMS unit arrives.

All EMD training is being handled within the department by Telecommunicator Matthew Leung and Paramedic Rob O’brien.  Initial EMD training involves an initial comprehensive 32 hour training session and 16 hours of continued education annually to remain certified.  Both Telecommunicator Leung and Paramedic O’Brien have been certified through The Association of Public-Safety Communications Officials (APCO).  APCO is Billerica’s preferred EMD resource.

As part of our move toward the EMD mandate, the department is now in the final steps of affiliating with Lahey Clinic Medical Center in Burlington.  Marc Dimattia is our Lahey EMS coordinator and Dr.Kevin Dunbar is Billerica’s medical Director for EMS and EMD.

Billerica remains one of the few towns in the Commonwealth to retain a full Advanced Life Support EMS service.  Combined with the new EMD initiatives, Billerica Residents will receive the highest level of EMS service available.

Big Thank You To Sweeney’s Memorial Funeral Home

The Billerica Police Honor Guard would like to thank Sweeney’s Memorial Funeral Home on Concord Rd. for purchasing the unit brand new overcoats.

Dean Laurendeau of Sweeney’s noticed the unit had no overcoats and often would be in the rain for extended periods of time in their Class A uniforms.

The total cost for the new coats was $3000 and the unit is very appreciative.

Can You Spot The Real Firearm?

On 5/15/12 at approximately 3:10PM Billerica Police Officers responded to the area of Nolte Rd for a complaint of youths brandishing firearms.  Upon arrival the Officers ordered the youths to drop the firearms. Fortunately, the orders were complied with and the Officers determined the firearms to be “Airsoft” guns.  When purchased, these guns have a brightly colored “cap” at the end of the barrel.  In this case, both guns had those caps removed.

After a brief investigation, it was determined that the six boys, ages 13-15, were working on “school project” and didn’t realize the possible consequences of their actions.

Looking at the photo above would you be willing to bet your life on which gun is real and which is not? Probably not?  In this case, the pistol pictured at the bottom right of the image is a BPD issued Glock 21, the others are the airsoft guns seized from this incident.  Their parents were notified.

It should also be noted that when an individual (police officers included) are threatened with a perceived firearm there is no obligation on that individual to try and determine whether the weapon is real or not.  Even in a case where the orange or yellow cap is in place, one cannot assume that it is not a genuine firearm made to look like an airsoft gun. We cannot stress enough how dangerous these situations can be.

Rhodes St Man Arrested On Drug Charges

Billerica – On May 10, 2012 a search warrant was executed by Massachusetts State Police and Billerica Police Detectives at 23 Rhodes St.

Detectives seized various illegal drugs from the home and arrested Scott D. Ryan, 44, of the same address.  Mr. Ryan is charged with the following:

  • Trafficking in a Class B drug
  • Possession with intent to distribute a Class B drug
  • Possession of Class B drug
  • Possession of Class C drug

Town of Billerica – Invitation to Bid Emergency Medical Vehicle

The Town of Billerica will be accepting bids for a 2012 Type III, Class I Emergency Medical Vehicle. Specifications are available in the Town Manager’s Office, 365 Boston Road, Billerica, MA 01821 weekdays from 8:30 AM until 4:00 PM excluding holidays. For further information contact the Town Manager’s Office at 978-671-0942. These specifications are written with the intent of establishing a level of safety, quality and performance for a modern, well-equipped Emergency Vehicle, insuring that the Town of Billerica receives the best vehicle for the required services it shall perform. Sealed bids will be received at the above location until 10:00 AM on Monday, June 4th, 2012 at which time they will be publicly opened and read. All bids must be sealed and clearly marked “Bid for Type III, Class I Emergency Medical Vehicle”. The Town reserves the right to reject any and all proposals it deems to be in the best interest of the Town.
