Two Arrested After Search Warrant Executed – Wyman Rd

Police_fbYesterday afternoon a search warrant was executed at 61 Wyman Rd for weapons violations.

There were two related arrests:

– Morhan Kipper, 34, 61 Wyman Rd; Armed career criminal, ammunition without FID card, possession of a silencer, carrying a firearm without a license, marked lanes violation, negligent operation of a motor vehicle, speeding, failure to stop for police

– Elain Healy, 34, 61 Wyman Rd; Possession of a firearm and ammunition without FID card, possession of a silencer

Alcohol Compliance Checks

Billerica – The Billerica Police will be conducting random compliance checks at all locally licensed alcohol establishment throughout 2013. It is the goal of the Billerica Police to keep alcohol out of the hands of minors. Conducting random compliance checks is one method the department uses to encourage licensed establishments to maintain a diligent policy of confirming alcohol is sold only to responsible adults who are at least twenty-one years of age. If anyone has information that may assist us in this effort, they are encouraged to call the Billerica Police at 978-667-1212, or comment on our website at www.billericapolice.org.

Possible Scam Affecting Seniors

Billerica – On Tuesday, February 5, 2013, Billerica Police were advised through the Council on Aging (COA) that a potential scam was being perpetrated on local elderly residents participating in the Meals on Wheels program. Meals on Wheels is a non-profit operation run by the Merrimack Valley Nutrition Project that delivers nutritious meals to area residents that cannot always obtain the proper nutrition on their own. Over the past three to four weeks at least two Billerica residents, both elderly, received unsolicited calls for a person representing themselves to be from Meals on Wheels. This person is reportedly informing the resident that they owe monies for their participation in the project. In at least one case the person has requested a credit card number. The Billerica Police have confirmed with the Merrimack Valley Nutrition Project that Meals on Wheels will never call residents requesting money. At this time this is being treated as a potential phone scam and any similar solicitations should be immediately reported to police.

Paramedic Job Openings – Announcement

The Town of Billerica Emergency Medical Service is seeking applications for (1) Full Time and Per Diem Paramedics. Applicants must be Massachusetts Certified Paramedics, current CPR & ACLS certification and a current driver’s license. ITLS, PALS, and NRP are preferred but not required. Applicants must have a minimum of 2 years emergency experience as paramedic. Non smoker preferred.

Job Description: An emergency health care provider working under Massachusetts DPH, MGL Chapter 111C which regulates ambulances and its operators. Paramedics will be responsible for recognizing, assessing and treating medical and traumatic emergencies, coordinating efforts with other public safety agencies. She/he will initiate invasive and non-invasive treatments in accordance with Massachusetts DPH/OEMS treatment protocols. Paramedics will record all details related with treatments and incidents. Insurance and other related information will be obtained and entered into the computer billing system. Paramedics will maintain equipment and ambulances in a constant state of readiness, and will be able to respond at all times. Paramedics may also be responsible for other clerical and building maintenance duties.

Bank Robbery

Billerica – On Thursday, January 31, 2013, at approximately 2:55 PM, Billerica Police received a 911 call reporting a bank robbery at the TD Bank located at #449 Boston Road in Billerica. Officers learned that a white female suspect had just entered the bank and passed a note demanding money. The female suspect received an undisclosed amount of money and reportedly fled the bank on foot. Officers responding to the scene set up a tactical perimeter according to witness reports of the suspect’s direction of travel. Officers subsequently located and arrested Kerri Demars, 24, of Chelmsford. A quantity of stolen money was located on Demars at the time of her arrest. She was charged with unarmed robbery and held without bail until her arraignment in Lowell District Court on Friday, February 01, 2013.

Four Defendants Arraigned on Charges Related to Billerica Murder

LOWELL – Four defendants who have been charged in connection with the July 7 murder of Quintin Koehler, 22, of Billerica, were arraigned today in Middlesex Superior Court, Middlesex District Attorney Gerry Leone informed the public today.

The four defendants are:

  • Adam Bradley, 27, of Lynn, was arraigned on charges of murder, attempted armed robbery, home invasion, and possession of a firearm.
  • Peter Bin, 25, of Peabody, was arraigned on charges of murder, attempted armed robbery, home invasion, and possession of a firearm.
  • Jason Estabrook, 28, of Lynn, was arraigned on charges of murder, home invasion, attempted armed robbery, and unlawful possession of a firearm.
  • Gabriel Arias, 20, of Lynn, was arraigned on charges of misleading a criminal proceeding.

The four defendants were arraigned today in Middlesex Superior Court.  Middlesex Superior Court Clerk Magistrate Michael Sullivan ordered Bradley, Bin and Estabrook held without bail.  Middlesex Superior Court Judge Garry Inge ordered Arias held on $50,000 cash bail.

The defendants’ next court date is February 11 for a pre-trial hearing.

The four defendants are accused of shooting Koehler during an attempt to rob the victim while breaking into his home in Billerica.

According to authorities, on July 7 at approximately 3:55 a.m. Billerica Police responded to 795 Boston Road for a report of a shooting.  Officers discovered the victim, Quintin Koehler, evidencing a gunshot wound.  The victim was transported to Lahey Clinic where he was pronounced dead.  The Office of the Chief Medical Examiner determined the cause of death to be a gunshot wound to the head and the manner of death to be homicide.

It is alleged that Bradley and co-defendants were looking for a person to rob and together agreed to rob the victim.  Bradley, Estabrook, Bin, Arias and others traveled from Lynn to Billerica in the early morning of July 7 with the intent to rob the victim.  Authorities believe the home was targeted because the defendants believed marijuana and money would be present at the home.  The victim and a witness heard the defendant and others in the home and discovered Bradley, Estabrook, and Bin in the kitchen where an assault ensued.  It is alleged that gunshots were fired, hitting the victim in the head.  The suspects then fled the scene.

Authorities allege that Arias misled investigators during the investigation by providing false information to the police.

Bin was arrested October 26 and has been held without bail following his arraignment in Lowell District Court.   Estabrook and Arias were arraigned September 27 in Lowell District Court.  Lowell District Court Judge Thomas Brennan ordered Estabrook held without bail.  Judge Brennan ordered Arias held on $20,000 cash bail.  Arias was also held on a probation warrant from a case out of Lynn.  Bradley has been held on unrelated charges out of Essex County.  All four were indicted by a Middlesex Grand Jury on December 7.

These charges are allegations and the defendants are presumed innocent until proven guilty.

The case is being investigated by Billerica Police and State Police assigned to the Middlesex District Attorney’s Office.

The Assistant District Attorney assigned to the case is Cara Krysil.  The Victim Witness Advocate is Kathleen Keefe.
