BPD Applies For Grant With Four Other Agencies

The Billerica Police Department has applied for this year’s Community Innovation Challenge (CIC) grants through the Executive Office for Administration and Finance with the Burlington, Bedford, Tewksbury and Wilmington Police Departments. Burlington Police Department is the lead applicant entity. The application was prepared by Captain Greg Skehan of the Burlington Police Department and Lieutenant Greg Katz of the Billerica Police Department.

CIC grants will provide financial support for one-time or transition costs related to innovative regionalization and other efficiency initiatives in local governments. By improving the effectiveness of shared programs and services, the Commonwealth is able to spend taxpayer money more efficiently, maximizing the impact of every dollar spent.

The purpose of the grant proposal is to combine the resources of the five applicants to form a larger, regional web presence which would include a greater level of current news and communications from all five departments.

One of the key elements to this proposal is the inclusion of public crime mapping and alerting for all five jurisdictions. While public facing crime map applications and websites are not uncommon it is rare that five communities would offer a regional space for citizens to take in a larger landscape in regards to crime activity and trends. Residents that may occupy a home near the border of a participating town would now be provided real crime data from the neighboring jurisdiction. In the past, only the crime data of their jurisdiction would be available. Address searching, date range filters and 27 crime categories will make it easy for the public to view the crime information that matters to them. Meaningful analytics, including a time of day and day of week graph, helps the public interpret crime activity so they can take action and stay safe. Automated neighborhood watch emails keep the public up-to-date on recent crime activity near their home, school or other place of interest.

In addition to the crime data available to residents, the ability for anyone to submit an anonymous tip to the respective agency directly from the crime map is a convenient tool for both the public and each agency. This functionality is included with the public facing crime map to be implemented as part of this project.

Public facing crime mapping is immensely valuable to the public but this project takes mapping a step further and includes agency facing analytical data and tools. These tools will allow authorized personnel in each agency access to data across all five towns. Meaningful graphs help users visualize crime patterns and trends across jurisdictional lines. Crime hotspot maps and custom predictive analytics can be created with one click against any data on the map, including data spanning all five jurisdictions. Patrol officers will now be able to monitor their specific patrol areas and have valuable data available from the neighboring jurisdictions.

Transport Van Targeted by Arsonist

Billerica – On Wednesday, November 28, 2012, Billerica Police responded to the attempted arson of a passenger transport van parked at 168 Ipswich Street in North Billerica. The vehicle had just been parked by its driver who lives in the area. The driver reported that shortly after exiting the van and entering his residence, he observed an orange glow coming from inside the vehicle. He quickly walked over to the vehicle and observed it to be on fire. Emergency personnel responded and managed to extinguish the blaze. A preliminary investigation at the scene determined that the vehicle had been intentionally burned using an accelerant.

The case is being investigated by the Billerica Police and Fire Department along with the State Fire Marshall’s Office. At this time authorities are working on the belief that this was not a random event. A “small black car” was observed in the area prior to the incident. Police are requesting the publics’ assistance in locating the operator/occupants of this vehicle for questioning only.

Stolen Bobcat Skid Steer

Billerica – Bobcat Skid Steer was stolen from a fenced demolition site on Republic road, Billerica, Massachusetts sometime between Friday November 23 and Monday November 26. Please forward this alert to anyone that may have witnessed activity in the area or may encounter the machine abandoned.

Arrest Made in Home Invasion

Billerica – On Friday, November 16, 2012, at approximately 0330 AM, Billerica PD received a 911 call from a resident at #58 Pond Street for a report of an unknown person attempting to enter the residence. While on the phone with the caller, the 911 dispatcher was advised that the suspect managed to gain entry and was inside the home. Within minutes of the call officers arrived on scene and confronted the suspect who was standing in the doorway of the home. The suspect was observed to be holding a four foot metal construction level that he had reportedly taken into the home and used to assault the resident. The suspect then approached the officers and began swinging the metal construction level attempting to strike them. After repeated requests by officers to drop the weapon from his hand, the suspect was subdued using a department issued Taser. He was subsequently handcuffed and treated by paramedics who were requested to the scene. No one at the residence was seriously injured during the incident and no medical transport was required. It was subsequently determined that the suspect was not known to anyone at the involved residence and the motive for the suspects actions are still unclear.

The suspect was later identified as Bryce Hardy, 49, of Palm Harbor Florida. Based on a preliminary investigation conducted at the scene, as well as the observations of Mr. Hardy by the arresting officers, it was believed that he may have been suffering from an altered mental status. He was therefore transported to Saints Memorial Hospital in Lowell for a medical and psychiatric evaluation. After being medically cleared at the hospital he was transported to Lowell District Court where he will be arraigned on charges of Home Invasion, Assault and Battery with a Dangerous Weapon, Assault with a Dangerous Weapon, Malicious Destruction of Property and Resisting Arrest.

New Ambulance Delivered

Billerica EMS is proud to present its newest ambulance.  The ambulance is produced by Osage Ambulance of Linn, MO according to Billerica EMS specifications.  The chassis is a 2012 Chevrolet 4500 with a Duramax Diesel engine.  Medical, radio and computer equipment will be installed over the coming days before placing the new truck in service.

Suspicious Activity

BPD PatchBillerica – On Sunday, October 28, 2012 at around noon time, Billerica Police were dispatched to a residence on Lois Lane in Billerica following a report of a suspicious male that had approached a six year old female in her front yard. Officers arrived and determined that an unknown male had walked into the yard of a residence where a six year old male and female were playing while their adult family members were working in the open garage. The unknown male reportedly approached the girl and asked if he could shake her hand. As the unknown man took the girl’s hand into his, two adults that live in the home approached and asked what was going on. It is reported that the unknown male would not respond. He subsequently ran from the area in the direction of Shane Lane. The girl was not injured during the encounter. The suspect was described as being a white male, approximately 6 feet tall with a thin build, around 20 years of age with short wavy dark brown hair. He was wearing tan pants and a black and blue flannel zip-up coat. He was also carrying a small black satchel type bag. After being unsuccessful in locating the suspect, officers spoke with various neighbors and determined that the suspect was not familiar to the people in the immediate neighborhood.

The Billerica Police have no information as to the suspect’s motives. This release is being distributed for the purpose of providing information to the public in the event a suspect can be identified and an explanation as to his motives obtained. Any additional information that is obtained by this department will be distributed to the public in a timely and concise manner.
